Bangladesh permits privately-owned refineries to help ease
Bangladesh currently imports around 1.5 million mt of crude oil annually to refine at its sole Eastern Refinery Ltd., a BPC subsidiary. BPC separately imports annually around 7.5 million mt of refined oil products and private power plant owners import around 3 million mt of HSFO.
Bangladesh is used to using lighter vessels to transfer imported crude oil from mother vessels to refineries, which usually takes almost 12 days and costs extra money in freight charges. "With the pipeline arrangements, the time can be brought down to only three days, and costs can be cut substantially," added Sharif Hasnat.

Govt to self-fund 2nd Eastern Refinery unit to boost
A crucial project for Bangladesh. After the Ukraine-Russia war broke out last year, fuel oil prices soared in the international market. Bangladesh, like India and China, took the initiative to import crude oil from Russia at a low price and refine it. But that initiative did not work due to a lack of refining capacity.
This refinery has an annual refining capacity of 15 lakh tonnes, catering to approximately 20% of the nation's overall demand. The remaining 80% of the fuel oil requirement is fulfilled through imports of refined oil. To bolster its capabilities, the BPC has undertaken a project to establish the second unit of the Eastern Refinery.
