Govt to self-fund 2nd Eastern Refinery unit to boost
A crucial project for Bangladesh. After the Ukraine-Russia war broke out last year, fuel oil prices soared in the international market. Bangladesh, like India and China, took the initiative to import crude oil from Russia at a low price and refine it. But that initiative did not work due to a lack of refining capacity.
The lone state run fuel oil refinery was commissioned in 1968 with an annual refining capacity of 15 lakh tons. Engineer Md Lokman, managing director of Eastern Refinery Ltd, said "It has been possible to achieve 100% of the targets with well thought out planning and efficient management, and the dedicated and relentless efforts of officers and workers at all levels of the company.

The ERL unit was set up with a capacity of 1.5 million tonnes way back in 1968. After this lone plant, there has been no refinery set up although Bangladesh's fuel-oil demand has mounted. Currently, Bangladesh's annual oil demand is around 9.5 million tonnes, including around 1.50 million tonnes of crude oil.
The refinery processed around 13.42 lakh tonnes of crude oil at around Tk89.8 crore in the 2010-2011 fiscal year. The refining cost escalated to Tk131 crore in the 2019-20 fiscal year though the crude input dropped to around 10.78 lakh tonnes, marking about 81.61% hike in refining cost in a decade.
